The real successes, which are achieved by the professorial-teaching association of Your University, allowed us to formulate this initiative.

In 1989 by the laureate of the reward to Alfred Nobel's memories on the economy of 1973, the director of the Institute of the economic analysis of New York university Wasiliy Wasilyevich Leont'yef supported the creation of the Academy of economic sciences and owner's activity (AES&E) of Russia, after becoming its first honorary member. But in 1996 the President of AES&E of Russia, Prof., Dr.Econ.Scis. Vadim Nikitovich Kirichenko on the initiative of Ukrainian branch affirmed position according to the public certification and the rating estimation of dissertation works to the competition of honorable academic title "doctor of the commerce" of AES&E.

In accordance with this position nine well-known researchers and the owners of the countries of collaboration (CIS) discussed their doctoral dissertation works at the theoretical-methodological seminars of the Institute of economical- socio-cultural researchers (lawful successor DESMC DSC of the Academy of sciences of the Ukraine) in 1996-1998 and were obtained the appropriate appendices to the diplomas the "doctor of commerce", affirmed by the President of AES&E.

All it became obvious in these past years that dissertation work to the competition of honorable academic title "doctor of commerce", prepared by competitor- owner in the form of scientific report from the published and executed by it works (is predominantly organizationally – managements’), which was published on the rights of the preprint of scientific report with the required distribution into the most known scientific libraries of Wide World - it is the form of the presentation of initiative-taking and talented leaders - owners rare on the effectiveness, and also the constantly working (from the moment of arrival into the libraries) high-quality advertising product in that sphere of the business, to the solution of problems of which are dedicated scientific studies, presented in the dissertation work.

Since 2005 the Ukraine already officially participates in Bolognian process, which was actually begun by West European universities as early as 1957 after the signing of Roman Agreement, and in 1997 under the aegis of the Council of Europe and UNESCO process was accelerated by the adoption of Lissabon’s Convention about the acknowledgement of qualification, which related to higher education of Europe.

This system raised to the new level the activity of universities, orienting public organizations toward strengthening of collaboration with them. Therefore we propose to scientists and researchers of the Institute Your country to participate in the public certification of the most active and prepared leader- owners by organization together with the Institute of economical- socio-cultural researcher (by lawful successor DESMC DSC of the Academy of sciences of the Ukraine) under the aegis of the Ukrainian (Azov) Department AES&E of scientific seminars for the purpose of the consideration of the prepared dissertation works in the form of scientific report on awarding of honorable title "doctor of commerce" with the subsequent assertion of the resolution of scientific seminar on academic council of one of the leading Universities of Your country (it requires refinement).

The juridical basis of the activity of scientific seminars for the public certification of leader- owners will be quadrilateral agreement between the Institute Your country, the Institute economical- socio-cultural researcher (by lawful successor DESMC DSC of the Academy of sciences of the Ukraine), the Ukrainian (Azov’s) Department AES&E and the University Your country (it requires refinement).

According to this agreement the Institute of economical- socio-cultural researchers (lawful successor DESMC DSC of the Academy of sciences of the Ukraine) will take for himself work with the competitors and preparation of quite dissertation works for the consideration is worthy its author of honorable title "doctor of commerce". By the Institute Your country will take to itself of the assignment of accommodation and organization of the scientific seminar, at which these dissertation works will be discussed. By Ukrainian (Azov’s) Department AES&E organizes the external review of the represented dissertation works and publication in its bulletins of the basic scientific results of competitors. University in Your country achieves a final examination and on the academic council asserts the rating level of the dissertation works passed consideration, completing thus public certification.

Entire procedure of conducting public certification assumes from one side the familiarizing of competitor with the research work, and from other side - his presentation in the scientific and business’s circles with maximally prolonged drawing of the attention of specialists and partners to his individual, to the business and to the firm. From of 12-14 months after certification the academic council of the University of Your country according to the idea of the Ukrainian (Azov’s) Department of the Academy of ES&E examines a question of recommendation to read to the young doctors of the commerce of brief lecture theoretical- practical course regarding the results by the achievement in their business and studies of competition in the business; and introduces into the training program of university reading these it is course for the graduates of University. ".

From of 14-17 months after the certification of the doctor of commerce accomplish reading special it is course to the students of the University of Your country conducting the three open lectures; and according to the results of the read lectures the academic council of the University Of Your country examines a question about awarding of the title of honorable professor to doctors of commerce.

I focus your attention, which was required only two scientific consultants for that active operation on the certification of the owners of the Azov’s Region, Moscow and Georgia, which was carry ouied by the Institute of economical- socio-cultural researchers (lawful successor DESMC DSC of the Academy of sciences of the Ukraine) and by the Azov’s (Ukrainian) Branch- Department of the Academy of ES&E in 1995-1999, that made possible to legally register in the Ministry of Justice of the Ukraine Azov’s Department AES&E, and then on this base and international scientific public association the Academy of ES&E in Moscow (the Russian Federation); to protect doctoral dissertation on political economic of Romaz Akkakiyevich Logua (it is affirmed to High At.Com of RF - lawful successor High At.Com THE USSR in 2000); to carry out the plan of the scientific research work of the Institute of economical- socio-cultural researchers (lawful successor DESMC DSC of the Academy of sciences of the Ukraine), of section of the academic council IELR NAS of the Ukraine in Mariupol and Mariupol's sector of the social and economic problems of port’s - industrial cites of IELR NAS of the Ukraine on 1997-1999; to advance to the State Prize of the Ukraine in the area of science and technology the cycle of works on the theme the "Basic theoretical-methodological problems of overcoming system crises" (№Gov.reg. 47) scientists and the practitioners of Autonomous Republic the Crimea, Volyni and Mariupol; to conduct eight month practice periods in the institutes of Poland and to publish monograph "Basic condition and the substantiation of THE NEW APPROACH: Second report to the Club of Rome on the "revolution of effectiveness" /Dedicated to Polish PEOPLE, -2001, Warsaw-Cixanov- Mariupol; to represent program at the Warsaw university "Red Book of the cultures of Europe" and the initiative of conducting the First World Congress of Spiritual United in New York (Warsaw, October of 2001), and also much and much other initiatives and studies. We emphasize that all this was possible to make drawing on experience only two scientific consultants (true, with the sufficiently high level of qualification).
