On joint session of section of Scientific Advice of Institute of Economic -Legal researches of a National Academy of sciences of Ukraine in city Mariupol, scientific advice (SCE) «Institute of Economic – and Social and Cultural Researchers by name Olga W. Wasilievoy-Catholic (assignee DESMC DSC of an Academy of sciences of Ukraine)» and Representation AES&E of Russia in Mariupol. October 18, 1996 for the first time established this Premium. The idea has appeared in the beginning of 90-s' years in connection with maintenance(drift) from life of the first accountant IESCR L.I.Guly, visited in a Chernobl’s zone to the mother (has reached Chernobl to Mariupol). For steep realization of necessity to save Memory of the comrades on activity and scrambling for settling-out of general(common) scientific positions it was necessary to go through in 1996 loss of the fine person of Peter Semenovich Golika, scientific employee MD IELR NAS of Ukraine, member of section of scientific advice IELR NAS of Ukraine in Mariupol, member of scientific advice IESCR, chairman of trade-union committee AMS. Therefore in 1996. the large step and with a leg on the academic traditions was made and the frames have founded the premium by name P.S.Golika and L.I.Guly.

After tragical maintenance(drift) from life in 1998 Igor K. Karimov, member of scientific advice IESCR, member of section of scientific advice IELR NAS of Ukraine in Mariupol, member of scientific advice of Representation - branch of Academy ES&E, General director «of Union of the industrialists and businessmen ». Mariupol, saving grateful Memory of this person for Ukraine, have corrected a title and have founded the Premium by name Golika/Guly/Karimova

Specially, taking into account the family ties Artemia Vasiljevich Vasiljev (Kumpan), wroter of not broken Hetman of Ukraine/Gotheya -Hetmanshiny of Peter Kalnyshevsky, with Anton Vasiljevich Vasiljev, with his son Pavlom Antonovich Vasiljev and, certainly, with grant-great-grand-father Valery Alexandrovich Vasiljev.
