The necessity of arranging of Forum-2007 (the recommendations of academician Valery Alexandrovicha Vasiljev from 3-4 December 2006)
Me till now astonishes what calculated necessary to make the academician of the Academy of the economic sciences of Ukraine, the academician of the Academy of economic sciences and the business activity of Russia, the academician of New York Academy of Sciences, the professor of the Carpathian Institute of the business activity University «Ukraine» Valery Alexandrovich Vasiljev in December 2006 year practically for a few days till ухода from this world. «Ending constructing of model board on factory. And the director of factory Kulikov Vyacheslav Onufrievich, having not found best candidacy on the appointment of the chief of model board, caused me and proposed to become the chief of model board. I in the first instance protested, because I never tackled model manufacturing and fairly badly knew and wood processing and processing of plastics. I asked time to think. He to me lent time - one night. And He said that I, if by morning will be with negative answer, then I can do not go, because I will dismissed from factory. All right, I came and give consent, but in one condition which director of factory till launching of board on schedule through four month will give to me possibility to dial all state workers (the technical-and-engineering employees) of this board and will give possibility to get acquainted with model manufacturing to this state. To study all questions of planning, the questions of organising of labour. To and me will give possibility to get acquainted with those achievements in model manufacturing which exist in the world and ours in country. He agreed on my proposal and lent command, to in order me business trip wrote out in any point of country, except other countries. To and it is my belief that indication, to state which shall dial, gave travel’s certificates where I will consider necessary. So began my work in model board.
Travels as to the factories of country; On Uralmash, on Uralkhimmash, on Novokramotorskii factory, on Cherepovetskii metallurgical integrated plant, I found the generator of division of labour in model manufacturing - Kolmagorova Semena Mikhailovicha on Uralkhimmashe. This man who passed school model-warker, subsequently was technology in model board, subsequently chief of board. But the chief of board to him was awhile, because at him was bad nervous system and he passed on again technology. Having got acquainted with his proposals, I offered him to work ours in Mariupol by chief technological bureau. He said that if him will give apartment normal, then he does not protest living in Mariupol. I attained at the director of the factory of the accentuation of three-rooms apartment and came Kolmagorova in Mariupol. Here we with him arranged really large division of labour. We created in model board the group of the delineation of models in actual size, group technologists, group as to shall disclose of timber and to cut out the elements of model packages and the group of the agglutination of these elements. The rest of the in models made highly-qualified model-workers. Due to this division of labour general efficiency on one working in the first instance was raised in four time (!), and then in eight times on one model-worker. It is besides, by me was developed the system of the assessment of model packages. Previously they were estimated as to labour input; How many normal-o'clock was spended on its production that this and was considered the plan carrying out. I proposed model packages to estimate in the cubic metres of model. With this end in view was developed the classifier of model packages and assessment was performed as to labour-volume and material-volume every model set. Accounting became be conducted in mentioned cubic-metre model packages. This created definite rigid normals for manufacturing of models. While on cubic-metre model packages have been developed of the norm of the expense of timber, of glue, of paint, of grease and those similar accessory materials (screws, of the nails of - everything, what necessary was for manufacturing of wooden model packages). Then us was mastered the plastic production of model packages. And when we mastered the plastic production of model packages came idea to make not purely plastic model, and to make tree - plastic and metal- plastic, i.e. was inserted armature wooden and pour of the plastic - was gained model set. Plastic models we made in alabaster’s forms. In the first instance was manufactured before-model; Gained as to before-model alabaster’s form, inserted armature and overflowed by plastic. Because plastic nevertheless material which chips, i.e. chips, when as to him hit by beetle that we came to the conclusion that necessary to make plastic from epocsid’s pitches. And large models we covered glass threads (by cloth from glass threads) and having covered it model, glued its epocsid’s by pitches. Then we had thought, what maybe will make metal models. But metal models we did not steel to make, because metal models demanded the gettings of new equipment and the creations of district in after-effect.

Because in the support of all urban authorities to carry out something similar on Azovmashe in 1985-86 not only fail but also all workers who send with this progressive initiative (them headed then Kolmagorov), were for a few weeks are dismissed from model board and associations Azovmasha. With science generally nobody then already was not considered, that is why all our recommendations of conferences nobody and did not read, though the leadership of banding Azovmash them signed. Was not then in Azovmashe the pioneer of-director, the pioneer of the-chief of board and pioneer-technology. рекомендации академика Валерия Александровича Васильева от 3-4 декабря 2006)Меня до сих пор удивляет то, что посчитал необходимым сделать академик Академии экономических наук Украины, академик Академии экономических наук и предпринимательской деятельности России, академик Нью-Йоркской Академии наук, профессор Карпатского Института Предпринимательства Университета «Украина» Валерий Александрович Васильев в декабре 2006 года практически за несколько дней до ухода из этого мира. Так сложились обстоятельства, что мы жили последние месяцы вдвоём в Хусте, а мне необходимо было ещё и работать. Поэтому не мог позволить себе конспектировать всё, что говорил Валерий Александрович Васильев. И тогда он предложил купить пишущий плейер, чтобы продиктовать и записать для меня всё самоё необходимое. На следующее утро Валерий Александрович уже диктовал.
Для начала и первых участников Форума-2007 специально выбрал эти фрагменты его высказываний и рекомендаций от 3-4 декабря 2006.
«Если будет единая система хозяйствования, а вернее, единая методология организации хозяйствования – экономическая и социально-политическая деятельность государств с различным устройством, т.е. с разной формой собственности, политического управления, то это даст возможность иметь стабильные цены, контролировать ценообразование в других странах и исключать необоснованный рост этих цен на рынке.
Рыночные отношения в этом случае будут заключаться в том, что цена от истинной, т.е. фактической цены, будет отличаться максимум на 10%, но не так как в настоящее время – на 300, на 500 процентов, иногда даже на несколько тысяч процетов, а в основном где-то в полтора, два раза цена выше, чем должна была быть по расчётам. …
Первая часть экономической стабилизации всех стран – выполнена. А именно, разработана модель экономического устройства предприятий, организаций и регионов различных стран. Вторая часть – образование средств для развития государств – находится в стадии выполнения. …
Необходимо дать возможность выполнить эту часть и обсудить на Форуме-2006 или на Форуме-2007.

Потому, что если отобрать интеллектуально-духовный труд и не учитывать его действия в развитии общественных отношений, в развитии производства, в создании новой технологии, новой техники, то все остальные усилия – это, так называемая работа идущая впустую.» (В.А. Роль творческого подхода в повышении эффективности производства – редкий прецедент реализации новаций в Восточной Европе в 70-е годы ХХ века
«Оканчивалось строительство модельного цеха на заводе. И директор завода Куликов Вячеслав Онуфриевич, не найдя лучшей кандидатуры на должность начальника модельного цеха, вызвал меня и предложил стать начальником модельного цеха. Я сначала возражал, т.к. я никогда не занимался модельным производством и достаточно плохо знал и деревообработку и обработку пластмасс. Я попросил время подумать. Он мне дал время – одну ночь. И сказал, что я, если утром приду с отрицательным ответом, то могу не идти, т.к. буду уволен с завода.
Ну, я пришел и дал согласие, но при одном условии, что директор завода до пуска цеха по графику через четыре месяца даст мне возможность набрать весь штат итеэровцев (инженерно-технических работников) этого цеха и даст возможность ознакомиться с модельным производством этому штату. Изучить все вопросы планирования, вопросы организации труда. И мне даст возможность ознакомиться с теми достижениями в модельном производстве, которые есть в мире и у нас в стране. Он согласился на моё предложение и дал команду, чтобы мне командировку выписывали в любую точку страны, кроме заграницы. И по-моему указанию, штату который наберу, давали командировочные удостоверения куда я буду считать нужным. Так началась моя работа в модельном цехе.
Поездив по заводам страны; на Уралмаш, на Уралхиммаш, на Новокрамоторский завод, на Череповецкий металлургический комбинат, я нашел инициатора разделения труда в модельном производстве – Колмагорова Семена Михайловича на Уралхиммаше. Этот человек, который прошел школу модельщика, потом был технологом в модельном цехе, потом начальником цеха. Но начальником цеха он был недолго, т.к. у него сдала нервная система и он перешел опять технологом. Ознакомившись с его предложениями, я предложил ему работать у нас в Мариуполе начальником технологического бюро. Он сказал, что если ему дадут квартиру нормальную, то он не возражает переехать в Мариуполь. Я добился у директора завода выделения трехкомнатной квартиры и перевез Колмагорова в Мариуполь. Здесь мы с ним организовали действительно большое разделение труда. Мы создали в модельном цехе группу вычерчивания моделей в натуральную величину, группу технологов, группу по раскрою древесины и вырезки элементов модельных комплектов и группу склеивания этих элементов. Остальное в моделях делали высококвалифицированные модельщики. Благодаря этому разделению труда общая производительность на одного работающего сначала повысилась в четыре раза (!), а потом в восемь раз на одного модельщика. Кроме того, мною была разработана система оценки модельных комплектов. Ранее они оценивались по трудозатратам; сколько нормо-часов было затрачено на её изготовление, то это и считалось выполнением плана. Я предложил модельные комплекты оценивать в кубических метрах модели. Для этого был разработан классификатор модельных комплектов и оценка производилась по трудоёмкости и материалоёмкости каждого модельного комплекта. Учёт стал вестись в приведенных кубометрах модельных комплектов.
Это создавало определённые жесткие нормативы для производства моделей. Причём на кубометр модельных комплектов были разработаны нормы расхода древесины, клея, краски, шпаклёвки и тому подобных вспомогательных материалов (шурупов, гвоздей – всего, что нужно было для производства деревянных модельных комплектов). Затем нами было освоено пластмассовое изготовление модельных комплектов. И когда мы осваивали пластмассовое изготовление модельных комплектов пришла мысль сделать не чисто пластмассовую модель, а сделать дерево – пластмассовую и метало- пластмассовую, т.е. вставлялась арматура деревянная и обливалась пластмассой – получался модельный комплект. Пластмассовые модели мы делали в гипсовые формы. Сначала изготавливалась промодель; получали по промодели гипсовую форму, вставляли арматуру и заливали пластмассой. Так как пластмасса все-таки материал, который скалывается, т.е. отлетает, когда по нему ударяют трамбовкой, то мы пришли к выводу, что нужно делать пластмассу из эпоксидных смол. И крупные модели мы покрывали стекловолокном (тканью из стекловолокна) и, покрыв ею модель, приклеивали её эпоксидными смолами. Затем было задумано, что может быть будем делать металлические модели. Но металлические модели мы не стали делать, т.к. металлические модели требовали приобретения нового оборудования и создания участка в последствии.
Разделение труда, которое мы осуществили в модельном цехе, существует до настоящего времени на Мариупольском металлургическом заводе им. Ильича.» (В.А. Васильев, Хуст, 2006).
Со своей стороны хочу только добавить, что реализованная инновация в организационно-экономической сфере в Мариуполе на Металлургическом комбинате до 1991 г., действительно похожа на чудо. Ведь при поддержке всех городских властей осуществить что-то подобное на Азовмаше в 1985-86гг. не только не удалось, но и все рабочие, которые вышли с этой прогрессивной инициативой (их возглавил тогда Колмагоров), были за несколько недель уволены из модельного цеха и объединения Азовмаша. С наукой вообще никто тогда уже не считался, поэтому все наши рекомендации конференций никто и не читал, хотя руководство объединения Азовмаш их подписало. Не было тогда в Азовмаше новатора-директора, новатора-начальника цеха и новатора-технолога. А сегодня – есть ли на предприятиях Украины/Готии-Гетманщины такие новаторы ?!
